Order of Conspicuous Merit - Oceanian decoration. It seems that it's an important decoration and that it has at least two classes. Withers had been awarded Order of Conspicuous Merit, Second class, and Winston Smith considered awarding it to Comrade Ogilvy.

In the movie adaptation from 1984, Ogilvy has been awarded the Order of Conspicuous Gallantry according to the telescreen newscaster. This decoration is never mentioned in the novel.
