Hierarchy

Hierarchy - Oceania has a pyramidal hierarchy based on the command structure of Ingsoc. The hierarchy is stratified as follows:

1. At the top is Big Brother, whether he exists or not.

2. Immediately below Big Brother is the Inner Party, approximately 2 % of the population.

3. Below the Inner Party is the Outer Party, approximately 13 % of the population.

4. The rest, approximately 85 % of the population, are proles, i.e. not members of Ingsoc.

Although this hierarchy officially is more flexible than previous hierarchies in the past, it is in reality very rigid, at least according to the Book. Bright proles are routinely vaporized and thus not allowed to become members of the Party.
