Outer Party

Outer Party - The stratum below the Inner Party in the hierarchy of Ingsoc and thus the middle class of Oceania. It makes up 13 percent of Oceania's population. They are easily recognisable in their blue overalls. By the standard of the early 20th century, Outer Party members live a bare, spartan lifestyle. Their apartments generally only consist of a bed, a cupboard, a urinal, a sink, and a telescreen. Outer Party members seldom - if ever - have access to the Inner Party sectors and dwellings. The Outer Party members are generally responsible for smaller matters that would otherwise bog down Ingsoc. The most notable Outer party member in Nineteen Eighty-Four is Winston Smith. Syme, Parsons, and Julia are also Outer Party members.
